(Players under age 18 are welcome to play, but must secure Registration through parent or guardian. ) Teams are officially Registered for play in the 2003 Season of The College Fantasy Football League (CFFL) once the following are received by CFFL Commissioner's Office from new Owners: i) completed Registration Form; ii) Fees for the number of Franchises applied to Register for. (Owners selecting the 'Play-For-Free' option need only submit the Registration Form, and registration is activated once referred players complete their registration.) By Submitting registration (section I, Team Info) visitor agrees to provide registration fees by the earliest of i) 60 days or ii) start of season (Sept 1, 2003). Registration Fee: Fees for the 2003 Season are $29.95 for a single team, $19.95 for additional teams Registered by the same Owner ('Owner' defined by e-mail address used to register Team, and/or communicate with The CFFL Web Site for CFFL business.) Once Fees are received (or the 'Play For Free' option selected during Registration) Owners will be assigned a UserID and Password, allowing access to the remainder of The CFFL web site. (During off-season, the CFFL web site is open to all visitors.) Selection of Division: Assignment to Conferences is done by CFFL. At time of Registration Owners can request placement in a particular Division, however. New Owners wishing to start a New Division request this on the Registration Form. The Name to be used for the Division is forwarded to CFFL; this Division will be added to the List of Divisions in CFFL, and we will offer entry into that Division to other Teams Registering afterward. (CFFL will accommodate these requests if the number of Registrants allows; if a Full Division can not be created by the time of Draft, Teams in partially-filled Divisions will be placed into existing Divisions which require additional Teams. Teams will be notified of this change in League Structure if it becomes necessary.) Placement of team in Division is forwarded to owners once division is filled; Draft will commence within two weeks of this date, when this does not put any member team in position with too little time to prepare Draft List. Structure The CFFL is divided into Conferences of 10 or 12 teams each. Each Conference consists of two Divisions (North and South). Head to Head and Overall Points competition are specific to the Conference your team is Registered in. Each team in The CFFL is allotted a Roster of 24 Players. (Players are from any Div 1-A school, unless otherwise specified by your individual league's Rules; any opponent on the schedule for that Player's team during the season is eligible for competition -- 1-AA opponents, e.g., can be used for official game play.) Each Roster must meet the following Minimum Roster Requirement (MRR) at all times during the Season: (M.R.R.) 2 Quarterbacks/
8 [Note: TE position scheduled to be removed in 2004 Season, and Bench Roster positions to be decreased to six (6) Players. Total Roster to be twenty (20) Players in 2004 Season.] Each team must have at least the designated number of players at each position. (Any Transaction which results in a Roster which does not meet this MRR will be negated.) The Position of each player is assigned by The CFFL. (This is done prior to the Season, and remains the assigned position throughout the 2003 Season unless modified by The CFFL assignment is based on 1-Roster at teams' Official Site, unless position does not clearly fit CFFL.com position categories; then, 2-ESPN.com Roster listing for Player; if still unclear, 3-decision by Commissioner, on an individual basis.) Those players that on occasion play positions other than their Designated Position (e.g., Defensive Backs who occasionally play Receiver, Receivers who play Special Teams, etc.) must be placed at the Designated Position for the purposes of the Draft and Team Roster, as well as Weekly Starting Line Up. If a player assigned to one position does play at another during that week's game, and scores points while playing the non-designated position, these points will count for the CFFL team. (For example, if a Team has both the Receiver who scores a Return Touchdown and that team's Defense/Special Teams on the Starting Line Up that week, the points for both the Receiver and Def/Spec. Teams are given.) If an Owner submits a Roster with players in positions that do not correspond to their Designated Position, that Player receives zero (0) points for that week. Prior to the first game of the Season (Game Week including Sunday, August 31, 2003 -- see below for definition of 'Game Week'), each registered Team is required to submit a Starting Line Up. The Starting Line Up (SLU) consists of the following Players: (S.L.U.) 1 QB / 4 (comb. of RBs and Receivers*)/ 1 TE / 1 PK / 1 Def-Spec.Teams *Starting lineup selected can be in either of the three Formations recognized by CFFL play (Standard -- 2RBs 2WRs; Wishbone -- 3RBs 1WR -- or Trips -- 1RB 3WRs). [Note: TE position scheduled to be removed in 2004 Season; Additional WR/RB/TE position to be added to Starting Lineup in place of 'TE' position.] In subsequent Weeks of play, Teams can submit modifications to the original Starting Line Up (the 'Weekly Roster'). Updates to Starting Line Up are due to The CFFL by the earliest of the following: game time OR 12 PM the day the Player(s) identified for inclusion on the Updated Starting Roster is scheduled to play that week. Players on the previous week's Starters List who play in a Thursday game are automatically counted as Starters the following week if no change to Starting Lineup is received before game time Thursday. Teams that do not submit Rosters by the deadline will have the previous week's Roster utilized for that week's competition. Teams unable to fill a position on the SLU on a given week (e.g. due to injuries and inactivity in Transactions to fill the vacancy) will compete that week with that Roster position unfilled (assigned zero points). Only those points earned by players in the Starting Line Up for that week will be added to the Team's Overall Points and the Points used to calculate Winner of Head-to-Head competition. [Note: Divisions can request specific structure for league and league play; the default Structure is given above.]

Leagues (*New for 2003) All leagues are limited as follows: Players earn points for games held within the defined "Season" (see below for schedule); all opponents on the 2003 official schedule of the University/College are eligible for game play. (Rule clarification requested 2003 -- Players are limited to Div 1-A, opponents are not.) The Draft To participate in The CFFL Draft Owners submit a Ranked List of Players they designate as potential Players on their Team. Each team submits a Draft List that is composed of their 20-30 preferred Players in each category following: Quarterback, Running Back, Receiver, Tight End, Place Kicker, Defense/Special Teams. In addition, a list of their top 20 players to fill the remaining 8 'Bench' positions on their Roster. The Draft is conducted by CFFL Commissioner, in a rotating ascending/descending order. Teams in each Division are assigned a Draft Place Number, from 1 to 12 (the number of teams in the Division), and the Draft proceeds position-by-position following these Place Numbers (1st Quarterback is drafted by assigning to the Team designated '#1' the first player on their 'Quarterback' Draft List, then assigning to 'Team 2' the first remaining player on their 'Quarterback' Draft List, and so forth. Next, the Second Quarterback position is filled. 'Team 2' is given the highest ranked player remaining on their Quarterback Draft List, followed by 'Team 3,' etc.; 'Team 1' selects last. This is followed by selection of first Running Back. The team designated 'Team 3' begins the selection by Drafting the highest ranked player on their Running Back Draft List; 'Team 4' is then assigned the highest ranked Player remaining on their Running Back Draft List; etc. Second Running Back is selected next, with the Team designated 'Team 4' selecting first, 'Team 3' last. The first Receiver position is selected, beginning with 'Team 5.' The second Receiver is selected next, with 'Team 6' taking the highest ranked Player remaining on their Draft List at that position. The Tight End position is filled next, with 'Team 7' beginning the selection of first Player at that position, then 'Team 8' initiating the selection of second Player at the Tight End position. Place Kicker positions are selected next, with 'Team 9' making the first selection of first Place Kicker, and 'Team10' beginning the selection of the second Place Kicker. Last, Defense/ Special Teams positions are filled. 'Team 11' makes the first selection of Defense/ Special Teams, and the Round ends with 'Team 10' making their selection. The second Defense/Special Teams position is filled beginning with 'Team 12' and ending with 'Team 11.' 3rd Running Back, 3rd WR, 4th RB and 4th WR are selected next. Once all of the positions are filled, the 8-Player "Bench; Roster is filled. (NOTE -- some league types do not have Bench players; see specific league rules for details.) 'Team 1' is assigned the first available Player on their 'Bench' Draft List, followed by 'Team 2' and so forth. In the next Round, 'Team 2' is assigned the first remaining Player on their 'Bench' Draft List, and progresses as detailed above. When all Teams have a complete 24-Player Roster, the Draft is ended. 'Bench' Rosters can be made up of Players from any of the Positions (QB, RB, et al.). To accommodate the possibility that numerous Players listed on a Team's "Bench" Draft List were previously selected by other teams in the Position-Draft segment of the Draft, the 'Bench' Roster portion of the Draft List has room for 30 selections to use for the 8 Bench Roster spots. Any Team that is unable to fill a full Bench Roster through the Draft will have the necessary Players assigned to their Roster by The CFFL Commissioner during the Draft, using their Position Rankings as guide. (Note: players can request to have remaining players from their position lists placed in their Bench positions. Indicate in the [Bench] position on your Draft List, "Place highest valued remaining players at each position on my Bench;" Draft will select highest remaining players at the six positions and place them on your Bench Roster.) The Draft of players is done by CFFL administrators, utilizing the alternating ascending/descending order selection process and random assignment of Teams to a Draft Order (the 'Place Number'). <2mall>The Draft of players
in each Division for the 2003 season begins when that individual Divisi.n fills up.
Teams will b$ notified of their assignment to a Division, and date of schedu(ed
Draft. All Team Owners must have their Draft List completed and submitted to The CFFL
by midnight of the day before Draft (dates will be approximately two weeks after
Division fills). Teams that have signed up by this date will draft
together. Any Team that Registers after this date will be entered into the next scheduled
Draft (through August 27, 2003). Teams that Register after August 27,
2003 can not
participate in a regular preseason Draft. Owners can select a pre-Drafted, un-owned Team and enter the
2003 Season with this Roster. Transactions Owners are permitted to change the make-up of their Roster throughout the season. (NOTE: the Limited 'Play for Free' Option excluded; see specific rules for this Play Option for details.) This is done through Transactions. Movements of players via CFFL Transactions include the following: Trades, Free Agent Signings, and Cuts (when room is needed for a Signing). A "Trade" is the exchange of a Roster Player(s) between two CFFL Teams, where one Player formerly on the Roster of the first Team is transferred to the Roster of the second Team, and the movement of the second Player in the reverse direction is done simultaneously. A "Free Agent" is a player not currently on the Roster of any Team in that Division. Signing a Free Agent is done by submitting the request to sign this player, along with noting which player currently on your Roster is going to be Cut (removed from your Roster) to make room for this Player. There is no Fee for Transactions of any type. Deadline for Transactions. The deadline for Transactions is determined by the earliest starting game time for the Player(s) involved in the Transaction. Any Player involved in a Transaction completed by (the earliest of) 12PM or the first game time of any Player involved in the Transaction (time determined by submission to The CFFL via online form posted to CFFL Commissioner) is eligible for competition in that week's games. Players involved in Transactions occurring after this deadline are eligible for competition in the following week's games. Trading: Throughout the season Owners are free to exchange Players between their Rosters, in attempts to improve both teams. (Trades are closely monitored by CFFL, to ensure that Owners are not 'giving away' players to other teams in an attempt to greatly improve one team at the expense of another; Fair play is ensured in any way CFFL Administration is able.) Trades are submitted to CFFL in the following way: A Trade Request is sent to CFFL, from BOTH Owners, via Transactions Form. When both correspondences are received, and verified by The Commissioner (i.e. Player movements match and sources confirmed) the trade is evaluated; if determined to be fair, it is approved, and Owners are notified. (Experience with previous Leagues has deemed it wise for CFFL to place a Final Transaction Date limit on trades and signings; The end of Week 8 of the Season is the Final Date that Transactions are allowed; Owners are encouraged to fortify Rosters before this date, to guard against injuries and other potential Roster problems.) Since Rosters have flexibility in total number (as long as Minimum Roster Requirements are met) Trades can be arranged for uneven numbers of players (e.g., sending five players to a team in exchange for three players you value more). Scoring Points are awarded to players on CFFL Teams corresponding to the performance of the named players in actual College Football games that week. Points for CFFL teams are the accumulated CFFL Points earned by each Player listed in the Starting Line Up for that week by the CFFL team. [10/06/03 Clarification of Procedures, in accordance with Stats provider procedures. Note: Official statistic for CFFL Points are USAToday.com posted statistics. The Statistics posted at USAToday.com can be overridden by Commissioner's Office if scoring protest is presented by an Owner. Commissioner will rule based on the following: i) glaring error in statistics posted (e.g., listing TD scores by player in one part of Box Score and not listing this score in individual Player statistics); ii) significant variance from two (2) or more of the following: Official NCAA scores, Official site of one or both of teams involved in the game in question; NY Times. If score posted at CFFL.com site is changed by Commissioner, this will be posted to the league's official home page at CFFL.com, and will be considered an official change in score for that game.] The Points earned each Playing Week are added to the year-to-date total CFFL points earned by that Team, and are utilized to determine the Winner of the Head-to-Head competition between CFFL Divisional Teams scheduled to compete against each other that week. The Head-to-Head Winner is that team of the pair that earns a higher Total of CFFL Points that week. Ties: When both teams competing Head-to-Head during the regular Season accumulate equal Total Points in a given week, the result is entered into their record as a "Tie." No Ties are given for Head-to-Head play in Playoff or Bowl competition; If the Total Points earned by both teams in a Playoff competition are equal, the Tie-Breaker system is called upon. First Tie-Breaker is Points of "Bench" players for the two teams. If these points are a Tie as well, the Second Tie-Breaker is utilized-- regular season Overall Points Total. Third Tie-Breaker, if necessary, is a Supervised coin-toss by Commissioner. In 2003 CFFL play, Points* are given to Players listed
on the Starting Line Up according to performance in the following Scoring Categories:
Touchdowns-- 6 Pts., except Passing TDs, which are valued at 4 Pts. each; this
includes TDs scored by Defensive Unit and Special Teams unit of team

Beginning 2004 Season:
[*CHANGES EFFECTIVE August, 2002] Only those Points earned by Players listed on a Starting Line Up (lineup due by noon of first game day for Players on that lineup; default Lineup provided by CFFL.com if no Starters submitted by noon Saturday) for that week count toward Overall points and Points used to determine Head-to-Head winners. Players who score CFFL points while playing a position other than their Designated Position are given Points for their CFFL Team. However, a Player can not be placed in a Starting Line Up at a position which is not his Designated Position. Any Player listed at a position which is not his Designated Position will be considered a null entry for that week, and will be assigned (0) Points regardless of actual game performance. (The CFFL Commissioner determines the Designated Position for each Player before the start of the season. Any discrepancies with Draft List submissions will result in the Player being voided. Errors made in submission of Players for weekly Starting Line Ups (i.e. players slotted into Positions that are not their Designated Position) will be treated as receiving zero points for that week's game. That Owner who fields the team whose Starting Roster players score the greater total points of the two scheduled for Head-to-Head competition that week will be designated the Winner that week. Equal Points in Head-to-Head competition are considered a "Tie" for both teams, and entered into records as such. Playoffs do not allow for Ties in Head-to-Head competition: Tie-Breaker system is called upon to determine Winner. (See above.) Schedule The 2003 Season begins the weekend of Sept. 1st, and runs through the weekend of November 10th. Owners can draft players from college teams that begin play before the start of The CFFL Season and Players on college teams that do not kick off their season until after The CFFL Season opens. Points scored by these Players will only count for the CFFL Team when the Points were scored during games that correspond to a Starting Line Up submitted during the CFFL Season (Saturday, Sept. 1 through weekend of Nov. 10th). Playing Week is defined as games played by the College teams from Wednesday through Tuesday. (2003 games scheduled on Wednesdays will be treated as games for following weekend by The CFFL Commissioner.) As Game Week for Saturday, August 30, marks the beginning of the 2003 Season, games played on Thursday or Friday that week will be counted for Week One play. Each Team plays a random schedule of games against Teams in their Conference. Head-to-Head schedules for each team are decided upon by random generation by computer. During the season, each team completes an 11-game season. The Points scored by each team during these 11 weeks are added and utilized for Overall Points competition for the Conference.
[Some alternate scheduling may be done by ffschedules.com.] Teams compete against other coaches in the Division, Head-to-Head, in Weeks 1-8. Record for the Head-to-Head competition is posted along with Overall Points. The first 8 weeks of the Season are considered the Regular Season. These games are utilized to determine the teams that qualify for Divisional Playoffs. Overall Points continue to be calculated for every Team throughout the Playoffs. Teams not qualifying for Playoffs compete for Overall Points honors in Weeks 9 through 11. PLAYOFFS (Weeks 9 through 11) Eight teams in
each Conference qualify for the playoffs. Teams finishing in the top four places in each
Division at the end of the 8-Week Regular Season are granted a position in the Playoffs
for that division. (Per Head-to-Head record; ties in head-to-head record are settled by the following: overall points; divisional
record; coin toss.) In Weeks 9 and 10 Conference Teams compete Head-to-Head to determine the
Division Champion. (In Week One of Playoffs, Division Leaders compete against fourth
place Teams in Conference, with second and third place Teams competing against each other
Head-to-Head; Winners of these games play against each other in week Two of
Playoffs. To reflect Final Standings, 1st Place Team receives a spread of
+25, 2nd Place +15, in Week 9; Top remaining team receives +15 in Week 10.) Overall Points winners qualify for Prizes in the 2003 CFFL Season. Cost The cost for a Franchise
in the 2003 Season of The College Fantasy Football League is $29.95. Additional teams
Registered by an Owner have the lowered cost, of $19.95 each. Deadline of submission of
the Fees is July 31, 2003
for participation in the Initial Draft. A supplementary Draft
will be conducted throughout August, as Divisions fill. Fees received by 12am on the date of the Draft
qualify Teams for participation in that Draft. Fees must be received prior to Team being officially Registered. [Note: individuals that Register teams (defined by submitting a Registration Form) are liable for the cost of a Registered team; Individuals whose Registrations are cancelled by the CFFL are liable for the cost of processing that Registration, and a portion of the payment received will be held by the CFFL to defray those costs. ] Once a Team has been Registered by The CFFL, Owners receive a "UserID" name and Password. This allows access to the remainder of areas of CFFL needed to complete Draft List and operate Team throughout the Season. (During Off-season, the CFFL web site is open to all visitors.) Prizes Prizes for the 2003 Season of The CFFL leagues include the following: Head-to-Head Winner (best record overall; if more than one team shares best record, Overall Points is used as tie-breaker); Points Leader (highest Total Overall Points); Grand Prize (of tickets to an NCAA Bowl Game, or cash equivalent). These will be awarded contingent upon a 1000 Registrant total; if that number is not reached, an alternate prize is awarded. Owners of those teams that Win a CFFL Prize will be contacted individually to arrange for delivery of their Prize. Prizes for each Season of The CFFL are
determined prior to the start of the Season. The list of Prizes to be used for the current
Season are posted to the CFFL Web Page prior to the start of the season each year. 'Play For Free' Options. Owners can
Register a CFFL Team at no cost: Registering Owner who brings in three (3) additional
paid New Teams (Initial
Teams or Additional Teams by previously Registered Owners) at time of Registration is not
required to pay for Registration that Season. [Note: teams that select
'Play for Free' but do not show proof of having recruited three (3) teams
necessary for this promotional rate will be billed for one (1) Full
Registration.]
Free-Play Special Offers Fantasy Bowl League Fantasy Bowl League play proceeds by selection of a Roster of players from teams involved in NCAA Bowl game action for the 2003 season. Starting lineup selected can be in either of the three Formations recognized by CFFL play (Standard, Wishbone, or Trips). This lineup must consist of separate players at each position (i.e., once player is selected for a Roster spot, that Player cannot be used again by that team). Points are awarded according to default Points system utilized by CFFL.com (unless private league is arranged, wherein the principal contact for the league is responsible for establishing alternate scoring system, if this is desired). Points for all Players selected for the team's lineup are added, and Overall Points are calculated for each Registered team. Overall Points champion title is awarded for the 2003 Bowl season. [Prizes awarded are to be determined prior to commencement of the first Bowl game of the season.] Registration for Fantasy Bowl league play. Once Registration Form is completed, your team will be assigned to a Conference for Fantasy Bowl league play. You must enter a Starting Lineup (through online Starting Lineup Form) prior to the first 2003 NCAA Bowl game played. Individual leagues can be established; please contact the Commissioner's Office (Commissioner@CFFL.com) to arrange these leagues. (Note: minimum of eight teams needed to establish league; remaining positions in league can be filled by CFFL to complete the 12-team league positions.) League Maintenance Issues
(Certain items of note concerning everyday operation of The CFFL.) (Grand Prize is determined by number of Players registered for that season. If number of Registrations allows, Grand Prize of four (4) Tickets to a 2003 NCAA Bowl Game will be offered (or cash equivalent -- ticket price -- if not preferred or available). Minimum number of registrants for this Prize to be offered is: 1000 paid Registrations. If this number is not met, alternate Grand Prizes will be offered, depending upon number of Registrants.)
